Position: Project Officer (ELD/024/24)

Working hours: 08:30hr to 17:30hr (with 1 hour lunch break) from Monday to Thursday,
08:30hr to 16:30hr (with 1 hour lunch break) on Friday

Job Duties:
(a) The Contractor shall provide the Specialized Support Services to Electricity Legislation Division of EMSD on the enforcement work of the Electricity Ordinance in the following four aspects:
(i) to remind owners of fixed electrical installation (hereafter called "owners") to submit Periodic Test Certificate (hereafter called "WR2 certificate");
(ii) to support the endorsement of WR2 certificates of fixed electrical installations;
(iii) to check and migrate the approved loading data as provided by the electricity suppliers into our Electricity Ordinance and Regulation System ("EORS"); and
(iv) to support the operation of the ELD.
(b) The specialized services shall include:
(i) Reminding Owners to submit WR2 certificate
(1) performing searches on incorporated owners information, land information, company information, and approved loading information for buildings;
(2) preparing and delivering of written notices to the relevant building owners or their authorized representatives (e.g. Incorporated Owners) for reminding them of the outstanding WR2 certificate submission;
(3) preparing and delivering of written notices informing the relevant government department about the enforcement action taken on the building owners or their authorized representatives; and
(4) any other duties related to the WR2 certificate as assigned by the Electricity Legislation Division of the EMSD.
(ii) Endorsement of WR2 certificate
(1) providing clerical support in data entry, label printing, document scanning and delivery of approx.. 2,000 nos. of endorsed certificates / rejection letters to the applicants during the contract period; and
(2) any other duties related to the endorsement of WR2 certificate as assigned by the Electricity Legislation Division of the EMSD.
(iii) Migration of approved loading data into EORS
(1) assisting to check and process around 65,000 nos. of approved loading data as provided by the power companies with compilation of a list of electrical installations;
(2) creating new records in EORS and updating the status of WR2 submission based on the approved loading data; and
(3) any other duties related to the migration of approved loading data as assigned by the Electricity Legislation Division of the EMSD.
(iv) Support the operation of ELD
(1) providing administration support in the organization such as scanning all documentation of applicants into the computerized system;
(2) supporting Generating Facility (GF) Registration Work;
(3) supporting the operation of Continuing Professional Development Scheme for Registered Electrical Workers (hereafter called "CPD Scheme"); and
(4) any other clerical duties as assigned by the representatives of the EMSD.
Requirements:
The Project Officer to be deployed for this Services shall have, as a minimum
Academic qualification and working experience: Full certificate in the Hong Kong Certificate of Education Examination (HKCEE — 5 subject Grade E) or Hong Kong Diploma of Secondary Education Examination (HKDSEE — 5 subject Level 2) or equivalent with at least two (2) years relevant working experience on administration;
Good Chinese and English word processing skills and computer operating knowledge including MS Word and MS Excel; and
Ability to speak fluent Cantonese and English.
(2) The Project Officers are responsible to perform the services listed in Clauses 2(b)(i)-(iv).
(3) The Contractor is requested to submit detailed particulars of the staff ready to be deployed for the Service. EMSD has the right to interview any staff proposed by the Contractor before acceptance to confirm compliance with this Specification. The Contractor shall submit staff details until approval is given by EMSD's representative.
